I am directed by the dark of Balfour to acknowledge the receipt of your letter No.402144/232 of the 6th instant regarding the preparation of certain statements on the subject of the policy adopted by His Majesty's GOYETTA Gt and the Government of India towards the

traffic in opium and other drugs,

2. In reply I am directed to suggest, for the consideration of Mr. Secretary Shertt, that the pamphlet entitled "The Truth about Indian Opium" would hardly appear to deal adequately with certain aspects of the policy of His Majesty's Government in regard to the

opium trade vis:

a) The position in itongkong.

b) The position in the Straits Settäements and Federated

Malay States.

a) The measures adopted in the different parts of the

British smpire for the prevention of the muggling of

opium.

d) The legislation in force and proposed in the United Kingdom and the various parts of the Mimpire for the control of the exportation and importation of opium.

3. It is hoped therefore that it will be possible to make the statement with which according to the letter under reference the Home Office propose to supplement the information contained in the pamphlet entitled "The
